Error: #VALUE and #LICENSE refreshing an existing report

Summary:
When opening an existing report, Excel begins calculating but the Building data cache window never opens.  All existing BizInsight functions evaluate to #VALUE and any new function that is dragged and dropped into the report results in #LICENSE.

Details:
This error occurs when the workstation was upgraded from Office 2003 to Office 2007 and the Excel installation is not complete.  In this circumstance, DDE may have been disabled by adding a “%1” to the end of the Open action for the .XLSX file association to workaround other issues resulting from the incomplete Office 2007 installation.

Resolution/Workaround:
To resolve this issue, unregister and re-register Excel by doing the following:
1.  Click on Start and then click on Run.
2. In the Open field, type "C:\Program Files\Microsoft Office\Office12\EXCEL.EXE" /unregserver
3. Click OK.
4. Click on Start and then click on Run again.
5. In the Open field, type "C:\Program Files\Microsoft Office\Office12\EXCEL.EXE" /regserver

Note:  If Office 2007 was installed to a different directory than the default, modify the path in Steps 2 and 5 to the correct path for your environment.
